Original caption reads: This view shows the construction of the binder course or leveling course on South Winooski Avenue near the intersection of Howard Street and Saint Paul Street. Note also the penetration base constructed in the gutter at the left side of the picture after the old concrete curbing had been raised approximately nine inches. Note the method used in placing the asphalt mixture with the Adnun asphalt spreader.
