<l>Washington Feb. 3d 1822</l>
<l>Dear Samuel,</l>
<l>Your letter of the 17th ult. and one from your Mama </l>
<l>of the same date did not arrive until last evening, by </l>
<l>what means they were so [ ] retarded on the way I </l>
<l>cannot conceive. However they were not the less acceptable </l>
<l>on that account. It gives me sincere pleasure to learn by</l>
<l>them that your health remains as good, and that of your </l>
<l>Mama has inproved since I left home. You mention </l>
<l>the coldness of the winter - I had anticipated no very favor-</l>
<l>able account on that head. The weather generally, since I</l>
<l>have been in this place, has been much more severely cold</l>
<l>than any of the former winters I have spent here. It is true </l>
<l>there have been some moderate days and some rain, </l>
<l>but soon turned cold again- For some days past it has</l>
<l>become more moderate, thawing and muddy in the day </l>
<l>time, and freezing very hard at night. I am sorry</l>
<l>the new stove is found to be too small sufficiently to </l>
<l>warm the front room in very cold weather. This I think</l>
<l>I can remedy by another winter by adding to the length </l>
<l>of the pipe in the room; ten or twelve feet of additional</l>
<l>pipe would probably keep the room sufficiently warm </l>
<l>in the coldest weather.</l>
<l>I wish you would inform me how you make out</l>
<l>for wood, grinding &c, and how they hay holds out &c &c</l>

<l>I will the just opportunity examine the book store for a treatise of Stenography</l>
<l>and if I find any preferably to yours I will procure it</l>
<l>You have not mentioned in any of your letters whether the</l>
<l>Intelligencer is received more regularly than last summer. </l>
<l>I have many documents of a public nature which you might </l>
<l>find interesting. These I shall transmit to you occasionaly [occasionally], so soon</l>
<l>as I can spare them, which after reading I wish to be laid by.</l>
<l>The subject which has particularly engaged Congress for the</l>
<l>week past, has been to apportion the representatives among the</l>
<l>several States, agreeably to the late census. The whole difficulty </l>
<l>has been in agreeing upon the ratio- No number can yet be</l>
<l> found which will suit a majority. A ratio of thirty nine</l>
<l>thousand will give Vermont her present representation, that is 5. </l>
<l>several other states are in favor of the same number- This num-</l>
<l>ber has been tried in several shapes, but always without success. </l>
<l>45, 44, 43, 42, & 41 thousand has also been tried and with the </l>
<l>same success- I am inclined to believe, from present appear-</l>
<l>ances, that 40,000 will finally prevail, which will give </l>
<l>Vermont but five representatives, and leave a fraction un-</l>
<l>represented of a number almost sufficient for another; which </l>
<l>will be unfortunate, as it will lessen the political weight </l>
<l>of Vermont </l>
<l>in</l>
<l>Congress, and in our electoral votes for President, from about </l>
<l>1/35th part, our real proportion agreeably to the Census, to about </l>
<l>1/42d part- I wrote last week to your Mama & to</l>
<l>Mary, which letters I hope will go safe.</l>
<l>Present my most affectionate remembrance to your Mama </l>
<l>and inform her, I will write to her shortly. Give my best</l>
<l>love to Mary - also to the family.</l>
<l>Yours affectionately Saml C Crafts</l>
