					<l>William,</l>
					<l>In relation to the case of</l>
					<l>William Billings I say, I called at the General</l>
					<l>Post Office and examined the matter. I found on</l>
					<l>order a record which authorized the supply of </l>
					<l>the East Barnard office by a tri weekly mail from</l>
					<l>Barnard, but it was on the condition of it being</l>
					<l>satisfactory to the public. I found no fines had</l>
					<l>been imposed. In this state of the matter the</l>
					<l>Assistant P.M. Gen., having this matter in charge con-</l>
					<l>cluded that he would make the order peremptory;</l>
					<l>and has sent me a copy of it, herewith inclosed.</l>
					<l>It now only remains to procure a certificate</l>
					<l>from the Post Master at East Barnard showing</l>
					<l>that this service has been performed from the</l>
					<l>time it so commenced (stating this time) and</l>
					<l>all will be concluded &amp; ended. Such </l>
					<l>certificate must be sent on to the department.</l>
