My Dear Mother:
We arrived at 12.35 today
& here I am in the Senate
again. A debate is on with
respect to the Relief Approp-
riation Bill. The amounts
are too large to understand.
The principles involved
in debate are those having
to do with the method
of appropriation and
expenditure. This administration
has extended the power of
the National Government
through its spending
power when it could
not have done so
under any other power.
My recollection is that
I have voted for every Relief
Bill heretofore. I probably
will vote for this one
but I would like to see
it reduced in amount
and the uses more
specifically stated.
