I have been ashamed of the plane upon which it has been pitched. The proponents have stressed the political charac- ter of their interest, glorifying the President, publicly acknowledging that they came into Con- gress by virtue of his grace, and that they came here under an obligation to do exactly what he wanted them to do. They are charging their col- leagues who are opposing the bill with personal infidelity. I expect that Senator Wheeler will begin the op- position this noon.
