United States Senate Washington Feb. 24, 1938. My Dear Mother: Judge Manton the Chief Judge of the 2nd Circuit which comprises Vermont, Connecticut and New York appeared as a witness today before our committee which is considering a bill to create many new judgeships.  Some of them are necessary, but the circumstances lead me to think that many of them are intended to color the judicial branch the same color as the blue eagle.  Then a citizen who seeks protection against confiscation of his rights or property by unconstitutional laws or administra tion then will be helpless- Love, Warren.
