					<l>My Dear Mother:</l>
					<l>Judge Manton the Chief Judge</l>
					<l>of the 2nd Circuit which comprises</l>
					<l>Vermont, Connecticut and New</l>
					<l>York appeared as a witness today</l>
					<l>before our committee which</l>
					<l>is considering a bill to create</l>
					<l>many new judgeships.  Some</l>
					<l>of them are necessary, but the</l>
					<l>circumstances lead me to think</l>
					<l>that many of them are intended</l>
					<l>to color the judicial branch</l>
					<l>the same color as the blue</l>
					<l>eagle.  Then a citizen who seeks</l>
					<l>protection against confiscation</l>
					<l>of his rights or property by</l>
					<l>unconstitutional laws or administra</l>
					<l>tion then will be helpless- Love, Warren.</l>
