					<l>United States Senate</l>
					<l>Washington</l>
					<l>Mar. 17, 1939.</l>
					<l>My Dear Mother:</l>
					<l>Senate is considering the Bill for</l>
					<l>the Reorganization of agencies</l>
					<l>of the government.  It gives the</l>
					<l>President pretty broad powers;</l>
					<l>but it does not contain (as last</l>
					<l>years bill did) the abolition of</l>
					<l>the office of Comptroller General.</l>
					<l>This makes the bill less</l>
					<l>obnoxious than it formerly was.</l>
					<l>However, we will fight to retain</l>
					<l>in Congress as much authority</l>
					<l>as will check excesses in</l>
					<l>reform.</l>
					<l>This morning an unusual</l>
					<l>thing occurred.  In the regular</l>

			<p>
				<lg>
					<l>meeting of Military Affairs Committee.</l>
					<l>The chairman Sen. Sheppard was</l>
					<l>absent.  The ranking Democrat</l>
					<l>Sen. Lewis who would take his</l>
					<l>place normally telephoned that</l>
					<l>he would be late and asked</l>
					<l>me (a Republican!!) to</l>
					<l>preside.  This request was</l>
					<l>confirmed by Sen Sheppard</l>
					<l>and so-- a Republican</l>
					<l>presided- Democrats on the</l>
					<l>Com. were very courteous to</l>
					<l>me.</l>
					<l>Weather getting better and</l>
					<l>visitors increasing.  I am</l>
					<l>mighty glad to see them-</l>
					<l>[ ] Vermonters-</l>
					<l>Beans for breakfast.</l>
					<l>Best love, Warren</l>
