My Dear Mother:
No Senate today.
I am sitting on a sub-com.
of the Judiciary taking testimony
pro & con a bill to bring
under the Federal Employers
Liability Act all carriers
and their employees who
are engaged in doing any-
thing which affects in any
way interstate commerce.
Its primary object is to
centralize further in
Washington controls over
business. It would
broaden the scope of the
interstate commerce power
to draw in local
work hitherto excluded
because it did not
"substantially" affect
interstate commerce. It
would deprive state
courts of jurisdiction of
accident cases arise
in purely intrastate
business.
It is colder today but the
shrubs continue to develop
their blooms. The famous
cherry trees are blossoming.
