A.M. and approved a bill to
enable the War Dept. to let
contracts for construction
outside contintental U.S.
on a negotiation basis-
This relaxes our general
rule to let contract only
on competitive bids-
Mildred finds it pretty
hard to have to stay here
in the heat and noise
while Congress wastes
time in fillibustering. I
