It shows what a bad actor he is, for many who voted against action would have preferred to repeal the neutrality act if the President had been less ambitious personally. My own position, you know from my Chicago speech- Even now, in spite of my feelings about Roosevelt, I would vote to repeal the embargoes provisions and give our attitude the effect of being for peace and against any aggressor who should start war- Best love, Warren
