					<l>My dear Mother:</l>
					<l>It has been difficult to get to write you on the Floor,</l>
					<l>and today we are not in session.</l>
					<l>I had a fine letter from Chan. He and his family appear</l>
					<l>to be well.</l>
					<l>The picture you paint of the garden makes me more eager</l>
					<l>than ever to get home.</l>
					<l>On this point of adjournment there are many conflicting</l>
					<l>views. Commentators repeatedly say that we will get out</l>
					<l>by the 29th of July. This will be affected by our con-</l>
					<l>duct with reference to Neutrality. The President sent</l>
					<l>up a message from Secretary Hull yesterday on this subject,</l>
					<l>to which I can give my assent, although I would prefer to</l>
					<l>keep out of Secretary Hull&apos;s plan the power to create zones,</l>
					<l>because I think this might amount to participation by us to</l>
					<l>a certain degree in a foreign conflict. This may be an un-</l>
					<l>justifiable view.</l>
					<l>I regret to be separated from many of my fellow Republicans</l>
					<l>on this subject.</l>
					<l>I doubt that the message will be effective to change the</l>
					<l>present stalemate created by the vote of the Foreign Relations</l>
					<l>Committee 12 to 11, to postpone consideration of this subject</l>
					<l>until next Session.</l>
