United States Senate Washington Feb. 19, 1940. My Dear Mother: We are in session this morning. It is raining and dull outside and not much pleasanter inside.  Someone is making a speech for home consumption and the Senate is almost empty. However, soon we will call the Calendar for unobjected bills and then all who have an interest in any bill ought to be giving attention. I note by the weather map that you are getting this rain also.
