					<l>United States Senate</l>
					<l>Washington, D.C.</l>
					<l>March 19, 1940.</l>
					<l>My Dear Mother:</l>
					<l>The debate proceeds on</l>
					<l>the appropriations for</l>
					<l>agriculture.  We will probably</l>
					<l>increase the amount</l>
					<l>recommended by the</l>
					<l>President.  He put us in a</l>
					<l>hole by reducing the</l>
					<l>budget on items that he</l>
					<l>must have known would</l>
					<l>be raised by Congress.</l>
				</lg>
			</p>
			<pb n='2'/>
			<p>
				<lg>
					<l>He probably had his</l>
					<l>tongue in his cheek.</l>
					<l>He will claim that he</l>
					<l>sought economy and</l>
					<l>we would not let him</l>
					<l>have it.  This way</l>
					<l>he believed.</l>
					<l>I don&apos;t think we should</l>
					<l>make the farmers</l>
					<l>assume all the burden</l>
					<l>of economy.</l>
					<l>It is fair and warmer-</l>
					<l>Best love,</l>
					<l>Warren</l>
