United States Senate Washington Sept. 5, 1940. My Dear Mother: Debate is running political.  This tendency will surely increase if Congress stays in session.  We will have a whole day of speech making. Tomorrow we will vote on the conference report on the Transportation Bill. Curiously, no one has yet made a speech against the Administration for acquiring island bases in exchange for 60 destroyers. Personally I am gratified that the deed is done.  The practical benefit to U.S. in national defense will be great. Best love, Warren
