					<l>My Dear Mother:</l>
					<l>I am planning to go home Thursday</l>
					<l>night.  This is on condition that I</l>
					<l>get through with the conference on</l>
					<l>the Draft Bill.</l>
					<l>I see that Gov. Aiken was out.</l>
					<l>I wired him my congratulations.</l>
					<l>The debate is now on the Bill to</l>
					<l>increase the capital of the Export</l>
					<l>Import Bank to enable it to finance</l>
					<l>surplus agricultural products</l>
					<l>of South America.  I shall vote</l>
					<l>against it probably.  If they</l>
					<l>would agree to the Taft amend-</l>
					<l>ment limiting its use to strategic</l>
					<l>materials, I could vote for it.</l>
