United States Senate Washington Sept. 11, 1940. My Dear Mother: I am planning to go home Thursday night.  This is on condition that I get through with the conference on the Draft Bill. I see that Gov. Aiken was out. I wired him my congratulations. The debate is now on the Bill to increase the capital of the Export Import Bank to enable it to finance surplus agricultural products of South America.  I shall vote against it probably.  If they would agree to the Taft amend- ment limiting its use to strategic materials, I could vote for it.
