					<l>I dated my letters of yesterday</l>
					<l>Sep. 20.  You have already</l>
					<l>received it- no doubt.</l>
					<l>We had a great day yesterday.</l>
					<l>The Senate, on yea &amp; nay vote,</l>
					<l>sustained the position of</l>
					<l>the Minority of the Special</l>
					<l>Committee by disagreeing</l>
					<l>to the Brown amendment</l>
					<l>by a vote of 30 to 44.</l>
					<l>Sen. Burke and I filed the</l>

					<l>Minority report and I</l>
					<l>led the floor fight which</l>
					<l>was so successful.</l>
					<l>It means that we have</l>
					<l>refused again to break the</l>
					<l>barrier that separates</l>
					<l>the State functions from</l>
					<l>the Federal functions.  It</l>
					<l>saves to the several states</l>
					<l>and municipalities and</l>
					<l>Taxing Districts their</l>
					<l>immunity from taxation</l>

					<l>by the Federal government.  &quot;The</l>
					<l>power to tax is the power</l>
					<l>to destroy&quot; if it applied</l>
					<l>to such an essential function</l>
					<l>of government as that of</l>
					<l>anticipatory taxes by borrowing</l>
					<l>money.  The Brown amendment</l>
					<l>would have permitted Washington</l>
					<l>to tax St. Albans bank issues.</l>
