Photograph dated Nov. 14, 1931 showing the status of the project at the hill on North Avenue just north of Institute Road. The hill has been significantly scaled back and the road has been surfaced. The path of the old trolley tracks can be seen in the border between the surface of North Avenue and the new sidewalk.
