October 19, 1931. North Williams Street looking south during paving. Description on photo reads "Mixed-In-Place - Asphalt Macadam 2 1/2" uniformly mixed. This picture shows the first application of #7 Ashphalt being applied at the rate of 9/10 gal. per sq. yd. with the City owned Kinney Distributer and mixed with spring tooth farm harrow."
