Photograph dated Sept. 18, 1940. St. Paul Street Asphalt Paving Project including the construction of integral curb and gutter in front of Smalley Park. This view was taken at the intersection of Adams Street looking southerly. The asphalt binder course had been completed on the westerly half of St. Paul Street and the curb and gutter was being constructed.
