Description - January 24, 1942. Hayward Street Improvements: This view shows the application of the hot asphalt emulsion being applied into the stone base or binder course. This binder course is approximately two inches in thickness and is laid on top of the eight inch telford stone base which is constructed on a six inch sand cushion. Note the old concrete curbs on the east side of the street and the absence of the curbs on the west side of the street where the undertile drain has been constructed. New integral concrete curb and gutter will be constructed in the spring.
